A meeting was held by the leaders of Barcelona on Monday morning and the club decided to present at that meeting an official offer for the Parisian club as far as Neymar is concerned, according to RAC-1.
President Josep Maria Bartomeu, the club's vice president, Oscar Grau, the club's Executive Director, Javier Bordas, then also responsible for the first team, Enrique Tomas, and the directors, Eric Abidal and Ramon Planes, along with Andre Curryn, were present at a meeting.
After the meeting Barcelona seem to be serious about taking Neymar.
Barcelona on Monday afternoon, will be ready to submit an official offer. This will also test PSG to see if they really are ready to sell the player.
Real Madrid remain in pursuit of the Brazilian, but Barça believe they have more opportunity to sign again with the player who left the Camp Nou in 2017.
